Alright how does this work if a high school has school cancelled because of snow and they host a tournament the next day. Is the tournament still on? or is the Tournament cancelled too?

That is an administrative decision. Usually they will look at the weather forcast for the day of the tournament, expected road conditions, and will usually contact schools that are coming to get their thoughts on travel. Some schools cancel all activity if school is cancelled, but I would assume that a decision could be made by mid afternoon on Friday for a one day tournament on Saturday. Just my 2 cents.
