In this instance, a figure four on the head is legal, but a scissor on the head is illegal.
Perhaps a case book example would help clarify. This is from Page 41 of the 2007-08 NFHS Wrestling Case Book:
7.1.5 SITUATION F: Wrestler A has control and is attempting a fall with a Figure 4 of the head, but in attempting to apply the Figure 4 Wrestler A's foot comes up to his midcalf and the Figure 4 is not completed. Would this be considered a violation? RULING: The Figure 4 around the head is a legal hold, but in order to be legal the foot must be directly behind the knee. If it is placed at midcalf as described in this situation, it would be a straight head scissor which is an illegal hold.
