State Body Members,

On August 21st the Kids Executive Council met in Salina. During the seven hour meeting the discussion was varied and “lively” at times. There was no “rubber stamping” of proposals as ideas were shared from different view points. I am providing a summary of what was discussed. This is not to be a replacement for the actual meeting minutes, but just to give you an idea of our meeting.

There were 20 members of the Executive Council present. Our first item of business was to take the report of each officer. Steve Woody notified us that there is a potential Southern Plains will move next year to the Event Center in Dodge City where they have air conditioning. We then received two committee reports. The first was presented by Bill Peterman from the Kansas College Wrestling Fund Committee (KCWFC). The purpose of the KCWFC is “to provide financial support for Kansas colleges and universities with active college wrestling programs.” The second committee report was from the Rules Committee. The major changes for the 2011-2012 season include the boundary line is inbounds, the figure four around the head is an illegal hold/maneuver, there is a revision to the second injury time-out procedures, and the high school weight classes have changed. There will also be a point of emphasis by Kids officials on moves used for punishment such as chinning and slapping the head.

The Council then reviewed numerous proposed By-Laws changes. Each of these potential changes will be presented at the State Body meeting for vote. Below is a summary of the proposed changes.
1. Revision to entire Disciplinary Section to provide clarity to process. (Section II)
2. Clarification for High School minimum wrestling area of 24 x 24 feet.(Section III: Art. I, ¶3, Rule 2-1-2)
3. In order to be a Kids Registered Official a referee must also be high school certified and in order to do the Kids State Tournament an official must have done at least one previous kids tournament including Sub-District or District. (Section III: Art. I, ¶3, Rule 3-1-1).
4. High School Division weight classes changed to match the new High School weight classes plus the addition of a 100 and a 250 pound weight classes. (Section III: Art. I, ¶3, Rule 4-4-1).
5. Late entries for Sub-District will be allowed within 10 days of the tournament, but will require a $50 late fee per wrestler. (Section III: Art. II, ¶ 3)
6. The state body will set the qualifying tournaments’ entry fee amount. (Section III: Art. II, ¶5).
7. The State Folkstyle Championship Tournament may be split in more than one tournament on different dates. (Section III: Art. II, ¶ 12) (Note: There is no plan to split the State Folkstyle Tournament for the 2011-2012 season).
8. Round robins will be held for any bracket in the State Folkstyle Series with five or less wrestlers. (Section II, Art. II, ¶ 13, Rule 10-4).

We discussed three options to change District Boundaries to even the numbers within each District. At last years Sub-District tournaments the entries were: District 1 - 1,136, District 2 - 929, District 3 - 909, District 4 -780. Option A would move clubs in the following counties from District 1 to District 3 - Shawnee and Jackson, and move the clubs from Smith, Osborne, Russell, Jewell, Mitchell, Lincoln and Reno to District 4. This would change the entry numbers to District 1 - 922, District 2 - 929, District 3 - 955, District 4 - 948. Option B would move clubs in Jackson, Woodson, Coffey, Osage, and Brown from District 1 to District 3, and move clubs in Smith, Osborne, Russell, and Reno from District 3 to District 4. The entry numbers would then be District 1 - 988, District 2 - 929, District 3 - 926, District 4 - 911. Option C is to not move any district boundary lines. The Executive Council is responsible for setting the district boundary lines and will be seeking feedback from clubs prior to the respective District meetings.

James Cook agreed to take over the Middle School Series, for one year, to replace Will Cokeley, who asked to resign from that position.

The slate of officers for next year are:
President: Matt Treaster

Treasurer: Leanna Grater
Parliamentarian: Richard Salyer and Jeff Sheets
Freestyle Director: Will Cokeley

We reviewed the RFP which will be provided to potential sites of the Kids State Folkstyle Tournament in 2013, 2014, 2015.

The annual State Body meeting will be held at the Ramada, 1616 West Crawford, Salina, on October 30, 2011 starting at 9:00 a.m.

Hey, Matt. Thanks for the update. Also, still working on a way to dump all the video into a formidable DVD set. I haven't forgotten about it, just haven't taken the time to find what I need to do. Now football has started and time is running out. Don't give up on me just yet though.
