The correct call in your situation would be neither Technical Violation nor Stalling.
NFHS Rule 5.30.2 Unsportsmanlike Conduct

So the correct call would be Unsportsmanlike Conduct. It is important to differentiate between UC, Technical Violation, and Stalling in a match because with the recent rule change, the choice of position in the ultimate tiebraker would/could be a factor. In other words if a competitor is called for Unsportsmanlike Conduct for the situation that you brought up, his opponent would have his choice in the Ultimate Tiebraker, which would otherwise be decided by 1. Who scored the 1st points of the match or 2. A coin flip if there are no points scored to that point in the match.
That is why it is emphasized to officials around the state to make sure they are making the correct penalty call when the situation warrants it.
