how can you call a fall on someone on a roll and when the ref is standing up instead of getting down on the mat and checking if the shoulder blades are down

Could he see the shoulder blades? Was he in position?

no he was standing up on the other side and he ran over there after the kid got out and slapped the mat

At least you haven't see Bluto slap his foot on the mat standing up! Then tell the coaches it was obvious that he was pinned.
