Rule 5-11-5 states: "A fall or near fall shall not be awarded if the wrestler being pinned is handicapped by having any portion of the wrestler's body out of bounds."
Rule 5-15-2c states: "Near fall points or a fall shall be earned only while the supporting points of either wrestler are inbounds."
So, my question is: which is the correct rule/application, because it seems like these 2 contradict each other. Is the key word "handicapped", and, if so, how would you define this? Thanks!

I will check on this when we have the KSHSAA meeting. There might be some circumstances where a supporting point is on the floor (not the mat).

Definitely need to clarify.
