Reminders:
- Proposal here is in it's original form as it was submitted. On this submittal each numbered item represents a separate proposal and vote
- Executive Board - Voted the following way:
1. 8 Yes, 2 No, 1 Abstain - Board Yes
2. 9 Yes, 2 No, 1 Abstain - Board Yes - 2/3rds State Body Vote is required for passage for those items voted no by board. 50% + 1 majority vote by State Body for those voted yes.
Notes: The justification for the period increase in the 10U age group is several surrounding states as well as national tournaments set the period length for this age group at 90 seconds as opposed to 60, so this would really bring Kansas inline with most other states. In addition this could potentially lead to more falls as often times in this age group by the time a takedown occurs there is not enough time for top work and pinning maneuvers. This change does not change the optional 1 minute first period of backside matches at any given tournament. This will continue to be at the discretion of the tournament director up to and including the qualifying and state tournaments.
For the headgear optional proposal, the justification was that headgear is not required for Freestyle and Greco for most age groups, and again several other affiliate USA Wrestling States make it optional, as well as independent organizations.
This 2nd proposal has a slight conflict with another submitted by William Isom, however his proposal was simply bringing the current bylaw language into alignment with current NFHS rules which they are not due to the length of time since this specific section in our bylaws has not been updated in a great many years. He indicated he was more than willing to let the headgear part of his proposal be amended out if the body chooses to pass this headgear optional proposal which would leave only the mouthguard for orthodontics as required and not subject to deviation by officials. 1. Change 10U periods from 60 seconds to 90 seconds.
2. Make an amendment to headgear requirement to optional.
