Note: Board Notes per Proposal
On proposal 1 - The board agreed that every wrestler is entitled to have a coach in their corner if they want one and that staff may NOT dictate or agree otherwise.
On proposal 2-3 - This is the current standard operating procedure, and codifying it in the bylaws would prevent any director from hand picking teams, unless there are not enough qualifiers from the FRECO tournament available
On proposal 4 - The majority voting no feel that the State Freestyle/Greco Director who has traditionally been the sole authority on such matters should continue to hold these responsibilities and it is incumbent upon district leadership to work with the State Director to formulate plans for Freco activities like RTCs. The goal here is to have the entire state working in concert with each other, not each district doing their own thing.
On proposal 5 - The board felt they did not want to be tied down to a specific time period as this would limit options in the future as there are factors we cannot control like venue availability and others. The time frame suggested is ideal but not always possible.
On proposal 6 - The board wishes to continue handling the FRECO state tournament in a manner that the FRECO State Committee dictates, and more importantly to continue to build it on a grand scale to hopefully one day have it be as big of a deal as Folkstyle state. That cannot happen if it is being hosted in undersized facilities, multiple locations, etc.
On proposal 7 - While seeding a tournament with the goal of getting the best 4-8 wrestlers in the correct spot on the bracket with the idea of them always meeting up in the later rounds is ideal, to seed out 200+ brackets in the time frame that is available did not seem feasible particularly with no guarantee that enough individuals would be willing to help with such an undertaking. The board recommended we stay with the current system of blind draw district pairings
On proposal 8 - As noted in the vote tally above the introduction of 6U to the State Tournament is an item that will have quite a bit of discussion at the State Body. The board in general is very much in favor of doing so. Steven Foster broke down the numbers of how this would effect the timing and length of days at the State tournament and the result as very minimal in terms of increase of both so it can be done. There are several other factors that need to be decided on for example what weight classes to use, etc, and each part is dependent upon a previous vote.
Therefore the board made no vote on this at the original July Meeting. In a subsequent scheduled meeting on August 10th, the board came back to this proposal after having gathered the needed information and voted 11 to 0 unanimously to recommend this proposal. We will discuss all the options amongst the body at meeting time.On proposal 9. As mentioned in a previously posted thread, The board has no plans at this time to takeover the running of the Heartland Qualifier or teams. In the absence of any desire for the board to run this event it is best left in the hands of the individuals who have done so and continue to desire to do so. We as a state are not currently providing any funding to the Heartland series of events so we have no obligation to it.

Each year I have seen for almost a decade and half a lot of time, effort, discussion wasted on the following topics below:
- Coaching Kansas kids at places like Fargo
- We need a different way to qualify our kids for dual teams vice the state tournament
- We should have pundits or committees select who goes to represent our teams
- Regional Training Centers .... need a plan, need to do this, and need to do that
- True 2nd vice seeding the actual tournament like most state associations have done going back to the days of stat books; some being doing it this way going way back
- True sealed bid process for all of our state series events
Listed below are my by-lay recommendations
1. All Kansas wrestlers on any subsidized trip will be entitled to a coach in their corner for the purpose of safety and ensuring the match is fair for the sake both wrestlers
2. USAWKS State Freestyle and Greco Tournament will continue to be the qualifier for our allocated four spots per weight, per style of wrestling, and per gender for Fargo that is tied to subsidized funding
3. USAWKS State Freestyle and Greco Tournament will continue to serve as the qualifier for our national dual teams as it receives USAWKS subsidized funding
4. Elected deputy district directors will serve the clubs they represent in their respective district to plan, orchestrate, and execute regional training sites and training that fit the needs of their respective clubs and wrestlers in their district
5. State Freestyle and Greco Tournament will be hosted the first full weekend of May each year to avoid prom and high school graduation season
6. State Freestyle and Greco Tournament will be tied to a sealed bid process for a duration of two years with open solicitation to all clubs; the awarded site will be responsible for all officiating costs, streaming fees, hosting fees, facility fees, and awards
7. Each district director will select a representative per age group and per gender post state body meeting for the purpose of seeding the state folkstyle tournament; at the conclusion of districts that Sunday a virtual seeding meeting will be conducted with a representative as outlined above and one board member to seed the bracket based on the true best eight wrestlers regardless of where they live or which district they reside in. Thus eliminating the current format of
district alignment for seeding and eliminating true 2nd.

9. Incorporation of Heartland Dual Series under USAWKS
