Notes: It probably is not well known to member clubs that our bylaws SPECIFICALLY require that an EMT be present on-site at every sanctioned tournament in the state. It is in fact much more common that local tournaments do not have a staffed EMT on site due to various factors such as cost, availability, etc. This proposal was presented by Mr. Isom, striking out that requirement, such that clubs could continue to host their events and be in compliance with the bylaws and reduce their legal liability particularly since many clubs may not have realized this was a requirement currently. If passed this would not preclude any event organizer from having medical staff on site and in fact it is highly encouraged that they do so. In either case it is still required that the tournament director have a medical aid procedure in place and make this procedure known at the pre-tournament meeting with coaches beforehand. - 50%+1 State Body vote required to pass this proposal

Rationale:
While the enforcement of rules regarding facial hair, fingernails, and communicable diseases remains the responsibility of the tournament committee, it is important to ensure that a medical aid procedure is in place. Given that many tournaments do not have EMTs available, the medical aid procedure should be discussed during the coach's meeting to inform everyone involved about the available procedures for the event.
Current Rule Text:
Rule 3-1-4 The enforcement of rules regarding facial hair, finger nails, and communicable diseases will be the responsibility of the tournament committee at the time of weigh-in. The Tournament Director will have a medical aid procedure in operation and at a minimum of an E.M.T. present on site, and will advise the coaches who the medical director may be.
