    Notes: This rationale explains this proposal which is mostly an editorial change provided for rule clarity. Situations have arisen in the past where it was interpreted that competitors did not have to wear headgear or mouthpieces if the referee determined based on rules modification 4-1-1 they didn't have to. That was not the intent of mod 4-1-1 in the first place, which preexisted the NFHS requirement for mouthguards. This proposal would make it absolutely clear that both headgear and mouthguards (when a competitor has orthodontics) are always required with no exception.

    Mr. Isom expressed that he would be happy to have his proposal amended at the state body to remove the headgear language if the other proposal by Derek Patterson making head gear optional passes the state body. In that case then this proposal would only cover mouthguards when applicable.

Rationale:

The current rule allows for the referee to make a judgment on the legality of uniforms without requiring adherence to NFHS standards. This flexibility is beneficial but needs to be clarified with regard to specific uniform components, such as headgear and mouthguards, which have more defined requirements, and the ambiguity of the current language (note that headgear and mouthguards are considered part of the actual uniform) can sometimes lead to awkward situations where competitors don't have the required equipment. Also the current modification does not take into account several verbiage changes to the NFHS rules since the modification was last updated necessitating the change in language.

Proposed Change

Rule 4-1-1: The legality of all uniforms will be up to the referee and need not conform to the NFHSSA NFHS rule. Exception: Rule 4-1-4 addresses headgear, which is always required, and Rule 4-2-6 addresses mouthguards, which are always required for individuals with orthodontics.
