Who do you think was the better of the two Hays schools? Tmp placed better than hhs at colby but hhs had more at state?

You can't go by which team had more at state. HHS is 5A, and TMP is 3A. TMP had 19 teams in their regional and HHS only had 8. That's a big difference. It's a hell of alot harder to make it through a 16-man bracket than it is an 8-man bracket.
Also, there are some 5A weight classes that are pretty weak. There are very good wrestlers in every weight class, but it starts to drop off after the top 6, and in some cases, the top 2 or 3.
