This rule was actually used last year at regionals. When we talked to Rick Bowden he make the ruling real clear. If u count up all your competition points (for most teams 30) and if the student athlete was on the team while the team participated in half of the points (15 points) then they are eligible to wrestle at regionals regardless of the number of events the wrestler in question actually competed in.
The reason why I brought up certification is because this year ALL wrestlers who did NOT certify by Jan 13. (without doctors excuse) season was terminated on that date. Since failure to certify on or before Jan. 13 terminated a wrestlers season any kids wanting to come out for the team after this date simply cant. For most teams schedule (this is an assumption) if your on the team as of Jan 13 you would prob be part of the team for atleast half the year.
Bowden also stated as per rule 14, there can be periods of team in which a student athlete can not be considered a member of the team. Example if a student athlete is in out of school suspension then any competitions that happen during that time can not count.
