Correct me if I'm wrong, but I have been told in the past that not much money is made in hosting the District tourney.
Hate to say it but the incentive for running a tournament is generally for fund raising for the club. If there is not a decent amount of money to be made I'm just not sure you would get many takers.
To me, I think this would be the easiest tournament to run since your 8 man brackets are no-brainers!
