Travis I have worked for, and directed many not for profit programs. Richard is correct the answer is no. It is ton of detail but an example is churches that charge for concerts, and other non profits whether for cancer research or senior groups that do things like charge for things like pancake breakfasts.

Hope this helps some, if needing more specifics as to details email me or pm me, I do check my email more than here as I haven't been on much lately.

If there is a question regarding fee driven activities, at the high school or middle school I recommend consulting with the school athletic/activities director.

Richard, I would STRONGLY agree with your comment here. I do think it wise to be as educated as possible when meeting with them though. It is my experience that people making the decisions don't always know the laws on issues like this. AD's Activity Directors and so forth are educators placed in a position of making decisions that are not always based on legalities and laws. That is not a slam on them in anyway, just a comment on how we often place educators in places where they are making decisions on things they don't always know the most about. There are myriads of examples on things like this.

I also firmly believe that knowledge or specifics on laws regarding issues like this are things that those people appreciate knowing, including AD's and Activity directors. If looking at specifics regarding the rights of raising funds for a non profit, 501-c3 or otherwise those people dealing with those issues on a day to day basis may be best suited for providing information.

Travis do what you will with the information and good luck.
