I think you interpreted that rule wrong. What that last sentence of that rule meant is that you can't use video tape to review a call made by an official during a match(competition). In other words if Jonny get a questionable takedown at the edge of that mat his dad or chaoch can't stop the match, show the official the tape and say change your mind. This rule doesn't pertain to filming an opponent and then watching it before or after his match during a day of competition. Hope this clears up any misunderstandings.
