If a wrestler who has qualified to wrestle at state does not show up or even call to cancel and a wrestler who placed 5th at a district meet, regardless of the district, who does show up ready to wrestle would that wrestler be allowed to wrestle?

5th place alternate wrestler must be from his or her same district. I already called Mike Juby on this question.
