Nobody is stopping 6 and unders from going to the state tournament, are they? It's just that "6 and under" isn't recognized as an age division (just as "4 and under" isn't recognized at local tournaments). So, the argument that 6 and unders are getting ripped off doesn't really fly. They can go to state just like anybody else can.
