This might sound like a stupid question but when asked if your kid is a A)state placer B)state qualifier ect. does that mean last season or what you think they will do this year?

I am wondering why we give the higher rating to the lower end of the age group? By going off of last years state.

Depends on how they are doing this year. Placing at state is a huge accomplishment and no matter top or bottom of age group, they've earned it. Now if the placer has been beaten by anyone then you go by who beat who last.
