Really 321A is probably the most evenly distributed location wise of each schools so its not that more schools are located in the west or by Hays.

I would say the mentality 321A people have is if you have a good thing going why screw it up by trying something different (if it ain't broke don't fix it). You'd almost compare this to college presidents not wanting to do a playoff system in football instead of bowls (but playoffs make sense this issue is a little more touchy).
