Yes the push out rule only applies on the feet. They do not stay on the mat long enough in GR/FS to be called for stalling. They get stood back up in 10-15 seceonds if no action is taking place.

It was not the Chanute regional and the ref had not made a "bad" call yet. The kid cut him to take it out of the ref's hands. However, with half a minute in an 8-8 match, you oughta be able to ride legally to go to OT when you have created all the action for the last 1.5 minutes.
It was a good match with good wrestlers. It is too bad a stalling warning had to play into it. The wrestler who won deserved it. The strategy was the only thing affected.
The push out rule is not bad but in FS/GR they do not let you block with the head, elbow in tight forearm on the collar bone, etc. You can push an opponent out in folkstyle and have no chance or intention of taking them down. They should call it immediately when someone has an underhook(s) or something of that nature in getting something going and chases them all the way across the mat.
