Will wrestlers be allowed to wrestle in both the 14U and HS divisions for the state championship series if they meet the requirements for both?

Just curious. We ran into that situation at a tournament yesterday where a wrestler wrestled in the 14U division and the HS division. I figured they would have to chose one or the other for the state championship series but didn't know 100% for sure.
