rules for kids or fed coaches

Can kids coaches coach at middle school and high school and kids or fed.tournaments and meets. The reason is I was at Burlington high school tournament last weekend one of the kids coaches was coaching the Holton team. Can that coach do that what are the rules.

If the kids club coach is also Rule 10 certified and an assistant HS coach (as is one of the Holton coaches) then they are allowed to do so!
