I've seen many 14u wrestlers that are wrestling middle school and club. Did the rules change or are they just there illegally?

Middle school should be done for the year, and then yes they can.

No, the rules have not changed. The middle school wrestling season varies in different parts of the state, and is just beginning for schools affiliated with the Pioneer League. The Pioneer Middle School League membership consists of the middle schools from the Ark Valley-Chisholm Trail High School League.

I know that. I'm actually a pioneer league wrestler at valley center. And we start later than anyone.
