Basically its up to the tournament director to put on the flyer "double dipping is NOT allowed". If the flyer "DOESN'T" say that its not allowed then it's allowed. But the rule doesn't say that a 10U can't wrestle a 14U bracket. It just says that a wrestler can only enter 2 age groups at a time. So according to Kansas rules a 10U can wrestle a 10U and 14U bracket the same day.
