Non-geographic Regionals are never going to happen. That's pretty much a given. How would you decide who gets shifted? What would be the criteria? We can't even decide on seeding criteria in tournaments, do you really think we could come up with something that could fairly send Frontenac to Hoxie for Regionals?
Transportation costs, etc. are always going to prevent that kind of thing. It's unfortunate that there is that kind of imbalance, but there is little that can be done about it right now.
