Why should a forfeit as mentioned in the rules count against someone for the 5 matches?

Also why not a split of the 3rd place additional points? If there are ties in a tournament team wise doesn't the score go like the following:

1. Team A 210.5
2. Team B 186.5
2. Team C 186.5
4. Team D 177.0

Using the above scenario they typically go if a team is tied they are both placed at that "higher position" Thus a tie for 3rd should occur in the conso finals for a "5th match" resulting in split points at 3rd!
