Especially this late in the season, the moment a ref sees a stall or a stalemate it should be called. Immediately. It's regionals and state, for cryin' out loud. If a kid wants to be a champion, make him earn it. I'm sick of seeing people take a two or three point lead in the first period or so and then be allowed to stall their way through the rest of the match.
Those stall warnings with 15 seconds to go are worthless when it has gone on for the better part of three or four minutes.
