— If the departing school releases them (which they don't often do, as in the Virginia Tech/Iowa transfer situation that is currently going on);

— If you transfer from a D-I to a lower division school (as in transfering from Nebraska to FHSU) or to an NAIA school;

— Or, if the departing school has dropped the sport

Those are the ones I can think of off the top of my head. There may be others.
