Aaron - the 16 wrestling scholarship limit for wrestlers was in place long before you were in school.
You are correct though that one can piggyback with other non-athletic scholarships to enhance a scholarship package. But the maximum # of wrestlers getting scholarships ($1 and up) from athletic money is limited to 16.
