This was a public meeting so the minutes will be public. The vote was taken by hands and not recorded per individual. The vote was about 4 in favor and I believe 8 against.
Yes, each District-Director, Sub-Director, and FS/GR-Director has a vote ... plus those listed by Regedade. However, not every member was in attendance.
