If a district qualifier falls ill or does not make wieght, Will a fifth place finisher at sub districts be allowed to weigh in and compete?
Yes, if one of the top four from subdistrict is unable to compete at the district tournament, everyone below that wrestler will move up one spot, and the #5 wrestler will be able to wrestle at districts.
The precise mechanism for doing this varies by district. Some districts have a deadline for notifying #5 seeds that they are in, usually mid-day on Friday. The reason for such a policy is to (1) encourage early notification of scratches, and (2) give families of #5 wrestlers the confidence that they won't all have to drive to the district weigh-in just to see if there happens to be a scratch.
Other districts will allow changes at weigh-in. If a #5 shows up and weighs in, and if one of the top four don't show, then the #5 will be moved into the bracket.
You should check with your district director to see what policies your district will follow.

I think we need to wrestle off to fifth & sixth next year at Sub-District's so we can take care of some of these problems.
If a 6 year old doesn't want to go on or if someone gets hurt or doesn't make weight then we have the kid ready to take their place.
Last year we pigged tailed in on Saturday because someone got hurt in the third and fourth place match at Sub's. This year a kid broke his hand wrestling at Sub's and we had a wrestle off Tuesday at a nuetral site. If we wrestle 5th & 6th at Sub's we can take care of some of the problems.
I know that Districts 1 & 3 wrestle through sixth place at their qualifying tournaments. I'm not sure about District 4.
We always try to have a full 8-man bracket. If a placer from a sub gets hurt or chooses not to compete, we will fill the spot with the next in line from his (or her) own sub. In cases where that is not possible, we will pull one from the other sub. With almost certainty ... if we need a wrestler ... we will call them. The odds of showing up at District, having not earned a spot, and getting to wrestle, would be extremely rare.
